How to identify fake, real, recognized and not recognized M.Phil and Ph.D degree in India

Dear Friends,

Now a days I have been getting regular queries about recognition of M.Phil and Ph.D degrees offered by various universities and in this, the greedy private and deemed universities (maximum but not all) are front runners. People need to be aware that all degrees do not stand as valid and recognized even if it is from a UGC approved university.

I have seen two type of people
1. Who do not know anything about research and even do not know basic concept of research methodology but they want a Ph.D degree for the namesake, just for promotion and they want to get it by paying money. They do not want to do hard work, they do not want to do real, empirical research and do not want to add value to the nation through a required research. Such people are employed in 99% of our education system called colleges and universities. Such people become guide for future similar kind of Ph.D students and then we see that despite of being no.2 in population and with more than 700 universities including top class IIMs, IITs, JNTU, NITs, BITS we could not fetch more than 3 Noble prize. Whoever won, most of them were people of India origin.
2. Those who are interested to do research, some empirical research for pure interest and to earn a Ph.D degree honestly. They are hardly 1% of total population.

Let me cite one example:
One such person asked me on my blog about Ph.D from such a degree scamster private university and I advised him not to pursue but he was so desperate to do it from that institutes, he asked same question again and again. It was showing the attitude of the people- the degree buying attitude. They want a tag called Ph.D.

I do not want to extend this argument and would like to come to the main points.

How an institute can award M.Phil. and Ph.D degree in India or Which M.Phil and Ph.D degrees are valid in India?
Well, UGC is the highest authority to control higher education in India alongwith other statutory bodies like AICTE, MCI, PCI, NCTE etc. For details please refer:

UGC has issued a circular on March 2011 through reference no F 1-1/ 2002 (PS) exemp. part file III and same published in the official Gazette of India. The notification is called as

For higher studies, for appointment (alongwith respective statutory body’s separate requirement) all the M.Phil and Ph.D degree must be awarded in accordance with this regulation. If any university awards M.Phil or Ph.D degree by the way other than this regulation, in such case such M.Phil and Ph.D degrees are non recognized and stands invalid.

This regulation is apply to all central universities, state universities, deemed universities, private universities and colleges offering Ph.D and M.Phil degree affiliated to any university.

If we go through the regulation carefully, admission in M.Phil and Ph.D can be possible only after fulfilling following criteria:
1. The minimum qualification should be a masters degree with minimum 55% for general category and 50% for SC/ ST category.
2. The university/ institute/ college has to pre-determine no. of Ph.D seats available, then need to publish an advertisement for M.Phil/ Ph.D entrance notifying no. of seats available, date of entrance etc.. The no. of seats available must be decided on the basis of overall infrastructure including research guide available. A university/ institute cannot admit more than the predetermined seats for M.Phil and Ph. D.
3. Entrance exam is mandatory for M.Phil and Ph.D admission only following people are exempted from entrance test:
1. Those who are M.Phil holder as per this regulation.
2. Those who have qualified NET/ JRF and GATE

It is compulsory for rest all students to appear for entrance examination conducted by that particular institutes only.

Concerned university/ colleges have to send a report to UGC mentioning how many M.Phil and Ph.D seats they have. They cannot take more students mentioned than this and once admission process completed, within 15 days they have to send report to UGC mentioning name of the students and area of research. At the time of admission, the concerned university/ institute also have to take research proposal from students and carefully scrutinise it, interview it and make it part of the Ph.D selection process.

Ph. D/ M.Phil cannot be offered in distance/ external and off campus mode. It has to be a full time mode only. Only few institute offers the facility where a student can complete the research work in the organisation where they are working and where proper infrastructure for their research area is available (This is sometime called external Ph.D but it is strictly followed). However, they have to regularly visit the university and discuss about research with their guide. They may even need to attend lectures for initial 2 semesters.

IIT strictly follow this rule and system and even for external Ph.D students, it is mandatory to spend 2 semester in the campus, full time to learn various research tools and interact with the faculty. So, if somebody is in government job including teachers and lecturers, they can easily get his leave sanctioned in the name of “study leave” however for people from private sector it may or may not be possible to take break of 1 year. I suggest UGC as well as these universities can make it little flexible by increasing the duration of the Ph.D programme and allowing people to attend campus on weekends and on holidays. Everybody cannot leave the job and there are many corporate executives who can blend their corporate experience into research and produce a practical research outcome which will help the academia and industries. These people do not need Ph.D tag to save the job but they really want to contribute in the research field.

M.Phil/ Ph.D degree from private universities and deemed universities
As I said above, this regulation applies to private and deemed universities too. Alongwith this, following conditions also apply to research degree as well as other degrees from private and deemed universities:

1. Private and deemed universities cannot affiliate any college.
2. Private and deemed universities cannot start any off campus programme including Ph.D and M.Phil without prior approval of UGC
3. Private and deemed universities qualification through study centre, agencies, franchisee including off campus learning, industry collaborative learning , industry integrated learning, distance learning, online learnings are non recognized and invalid.

Safe private and deemed universities in India
In India, I consider only following private universities are safe for pursuing M.Phil and Ph.D degree. Rest most of them are in big degree scam, they even do not have mechanism to check authenticity of the research work carried. They just take money and award whatever degree you want.
